ปัจจัยที่ส่งผลและรูปแบบของความเข้มแข็งของชุมชนในการบริหารจัดการทรัพยากรน้ำในพื้นที่ลุ่มน้ำสาขาคลองกลาย จังหวัดนครศรีธรรมราช

บทคัดย่อ

This research aims to study on the strength of the community on water management, to study on factors influencing on the strength on water management, and to gain the format of strengthening through participation in water management in the area of Khlong Klai sub-basin in Nakhon Si Thammarat province.The samples were..local people,.community..leader,.private organizations, village philosophers, local..administrative..organizations,..and..government..agencies..related..to..water.. management.Tools used in this research were questionnaires, interview, and focus group. The results showed that the overall strength of the community on water management in the area of Khlong Klai sub-basin in Nakhon Si Thammarat province was in moderate level. When considering on each dimension, it was found that the strength on water source development and providing had the highest mean followed by..water..utilization..and..allocation,.water.disaster..prevention..and..solving,.water conservation,.and..water..pollution..prevention.and.solving,respectively.The community has the abilities of self-sufficiency and community’s problems solving to some extent..under the cooperation..of..local administrative organizations and community leader in solving the problems on flood, water scarcity, soil erosion, salt water intrusion, and wastewater from sand and silt and agriculture as well as in managing agricultural lands for people. Factors influencing on the strength of water management in the area of Khlong Klai sub-basin in Nakhon Si Thammarat province were consisted of 6 factors including community leader, community network system, learning process, community’s culture and local wisdom, participation, and relationship system. These 6 factors affected to the strength of the community on water management in the in the area of Khlong Klai sub-basin by 85.30%. Whereas, factors on community leaden and community network system influenced on the strength on water management in the highest level followed by learning process, community’s culture and local wisdom, participation, and relationship system, with statistical significance at 0.001, 0.001, 0.001, 0.05, 0.05, and 0.05, respectively. For the format of strengthening through participation in water management in the area of Khlong Klai sub-basin in Nakhon Si Thammarat province, it was developed from synthesizing the concept of strengthening community context, community’s water management, community’s strength, and factors influencing on the strength on water management.The results showed that the format of strengthening through participation in water management in the area of Khlong Klai sub-basin was consisted of 3 procedures including: 1)..preparation–study on community’s context, understanding on community’s changing, perception on local wisdom and culture, learning and understanding on characteristics of basin’s ground; 2) community strengthening process - addressing community’s problems and issues, measures on self-sufficiency, community’s problem solving, measures/methodology on alternative development performed by community, and determination on community’s public activities; and 3) expansion of cooperative network–expanding networks in sub-district level and promoting the building of network in basin level.
