การศึกษาเพื่อปรับปรุงการจัดโครงสร้างการปฏิบัติงานกองบังคับการตำรวจท่องเที่ยว

บทคัดย่อ

The Improvement Study on Operational Structuring of Tourist Police Division aimed to study Tourist Police Division’s present structure and its problems and constraints in operation, which leaded to the ways and possibilities to improve its functional structure. This study was an action research that used both quantitative and qualitative methods. The data collection was conducted in three parts 1) the specific in-depth interview of 51 Tourist Police operational officers and supervisors 2) random survey of 320 both Thai and Foreign tourists and 3) in-depth interview of 93 people from tourism-related associations and organizations The results of this study revealed that most tourists and organizations that used tourist police services satisfied with officers’ pleasant and enthusiastic to service. However, due to its problems that tourist polices do not have an authority to investigate the offense against the tourists, the tourism-related associations and organizations will not suggest their clients to make a complaint with tourist polices. They preferred local police instead. In addition, the respondents suggested that the first three areas that the Tourist Police Division should improve were 1) manpower 2) communication with foreign tourists and 3) public relation especially its responsibilities. The research results recommended that the Tourist Police Division should improve its operational structure and its mission clearly and still under the Royal Thai Police. The Royal Thai Police should empower the Tourist Police Division to investigate cases as same as the local police and add a tourist police unit in every local police station. The Tourist Police Division also should improve its public relation and increase its communication channels such as social media or social network. Moreover, the Tourist Police Division should continuously have staffs’ potential development program for foreign languages, services and ethics.
